The 25 year old, who played for Hastings United last season, has also played for Lewes, Chelmsford City and Brighton and Hove Albion FC in his career.
Chappers said: “I’m delighted that Ollie is joining, he is the type of player we want at the club. A centre half was ‘high’ on my priority list to bring in for next season. He captained Eastbourne Borough at a young age and is looking forward to the challenge of us establishing ourselves in the Ryman Premier League.”
